SAUDI ARABIA - $41.2 billion: The biggest military spender in the Middle East has increased defense investments 66.9 percent over the past decade. In 2009, the world’s second-largest oil producer increased its military expenditure by 2.7 percent, making it 33 percent of the total national budget. Such increases have created Saudi Arabia's first budget deficit since 2004, according to SIPRI. Saudi soldiers walk near the Khoba front-line border with Yemen on Jan. 27.
