An ethnic Uzbek refugee family have lunch in a tent at a refugee camp in the village of Kara-Su near the Kyrgyz-Uzbek border on Wednesday. European Union foreign ministers are in talks to set up an international police force in southern Kyrgyzstan to stabilize the strategic Central Asian state after this month's ethnic clashes, an official said.
