Tighten network security

Former counterterrorism chief Richard Clarke calls for the creation of a "defensive triad." It would involve big US Internet service providers, power-grid operators, and the Pentagon. He suggests that Web providers like AT&T and Verizon inspect all data flowing into the US for cyberthreats. Utilities would operate vital power-grid functions separate from the Internet, and the Department of Defense would upgrade its networks.
