A close second: Uruguay
Uruguay ranks just behind Chile with a score of 71.2 for overall social inclusion. It too places in the top three for 11 of 15 variables measured. It is no. 1 for government responsiveness, and no. 1 in access to adequate housing by race and jobs by gender. This, along with the amount of social spending (it is No. 2), reflects Uruguay's “deep commitment to social justice,” notes Americas Quarterly.
