The Supreme Court ruled Thursday that a state acts constitutionally when it limits the availability of a state-produced item to its own residents in times of shortages. The decision upheld South Dakota's practice of refusing to sell cement from its state-run cement plant to out-of-state customers until all orders from South Dakotans are filled.
