Stay tuned for John Anderson. The presidential debates planned for Oct. 28 in Cleveland will leave him out of the action, but Anderson greeted the news with a counterthrust: He will try to purchase national television time "adjacent" to the Carter-Reagan debate.

Anderson aides are negotiating now with the networks to buy air time rather than ask for a free spot under the "equal time" rule.

"I think it's highly unfortunate that the League of Women Voters has knuckled under to the White House," the independent said.

Anderson blamed Carter for the decision not to include him and said history would record that the President would regret putting politics above principle.

Anderson picked up an endorsement from the Miami Herald Sunday.m
