Philadelphia's 20,000 teachers went on strike following a deadlock in contract negotiations. The teacher's union is demanding immediate salary increases equal to the cost of living and the rehiring of 2,000 teachers and school employees laid off earlier in an economy move. School officials said the layoffs were necessary to balance the budget for fiscal 1981.
