Somali President Muhammad Siad Barre declared a state of emergency in his country, saying opportunists are threatening stability while Somalia is menaced by Ethiopia. Under the Consititution adopted last year, a state of emergency empowers the president to "take all appropriate measures when faced with grave matters endangering the soverigntyM internal, or external security of the country."
