Mengistu Haile Mariam, Ethiopia's head of state, arrived in Moscow for talks with Soviet leaders. He last visitecd the Soviet Unin in November 1978, when the two countries signed a 20-year friendship treaty. The USSR has been a major supplier of arms to Ethiopia since the 1977-78 war with Somalia. With Ethiopia still troubled by Somali-backed nationalist guerrillas in the Ogaden Desert and a secessionist movement in Eritrea Province, Colonel Mengistu is expected to raise the question of further arms deliveries.
