The British Cabinet, after months of preaching frugality, now is practicing it. Invitations to the traditional dinner at 10 Downing Street on the eve of the next session of Parliament recently went out to ministers. Shortly afterward, however, Prime Minister Margaret Thatcher sent a note dunning each of them for $ :21.25, for their share of the catering bill.

The last such dinner was paid for from Conservative Party coffers.m
