The Senate rejected a pay raise for congressmen and top government officials as it started work on a stopgap appropriations bill that must be passed before the 96th Congress adjourns. The vote was 69 to 21 for a move by Sen. James R. Sasser (D) of Tennessee to restore a pay ceiling lifted by the Senate Appropriations Committee. Congressional salaries would have risen $10,000, to $ 70,900, if the pay cap had been lifted.
