96th Congress winds up with an OK for funding

The 96th Congress -- ending its life with typical bickering -- passed a stopgap funding resolution before dawn Tuesday to keep the government from going broke and prepared to head for home. The House passed the necessary joint adjournment resolution at 11:04 a.m. Eastern standard time. The Senate met later because its final legislative action session did not end until after 5 a.m. The fall of the gavel ended 26 years of absolute dominance of Congress by Democrats as Republicans prepared to take control of the Senate in January.
