The head of the National Association for the Advancement of Colored People says that resurgent racism has transformed a majority of "decent" white Americans into "captives of bigotry." In a report to its annual meeting, executive director Benjamin L. Hooks said the association was establishing a " Klan watch" to monitor racial violence.
