Poland apparently isn't the only Sovietbloc country whose Communist Party is experiencing internal problems. Romanians are puzzling over the disappearance of Stefan Voitec, senior vice-president of the State Council and occasional stand-in for President Nicolae Ceausescu.
Voitec hasn't turned up in the Romanian press since last June 18. In communist-bloc practice that rarely indicates anything other than political disgrace.
Various reports suggest Voitec was hospitalized or confined to a psychiatric clinic.
Another communist veteran, Constantin Pirvulescu, a founding member of the party, hasn't been heard from since late November 1979, when he accused Ceausescu of exercising undemocratic, personal r ule and challenged his reelection.
