The World Health Organization voted overwhelmingly for a voluntary international code banning advertising of powdered milk as a substitute for mother's milk in the first months of a baby's life. The WHO annual assembly adopted the measure 93 to 3, with nine abstentions. The dissenting votes were cast by the United States, Chad, and Bangladesh -- the latter two to protest curtailment of the debate for the roll-call vote when only a few of the 50 countries wishing to speak had taken the floor.
