One percent for art? the concept is not new as a rule of thumb for the purchase of art works as a proportion of construction costs in public buildings. But such an allocation would become mandatory in New york under a local bill proposed by mayor Koch. thus the nation's largest city would add its valuable impetus to a statutory trend already including Los Angeles, Chicago, Philadelphia, and many other cities, as well as close to twenty states.
ideally, all builders would voluntarily recognize that art should be part of the public environment. But when representative assemblies can agree to guarantee it, so much the better. Citizens need roofs over their heads but also paintings and sculptures to lift their hearts and minds.
It's not one percent for art's sake , it's art for the people's sake.
