Tass says US vow to start arms talks a sop to allies
President Reagan's promise to begin talks on limiting nuclear weapons in Europe is "an attempt to deceive the West Europe public" and reduce its opposition to the arms race, the official Soviet news agency, Tass, said. It suggested that Reagan's assurances are a part of US plans to start a new round of the arms race and upset the military balance.
Meanwhile, The Soviets' naval chief attacked the US for what he described as the increasingly aggressive and massive presence of its fleet on the high seas. He said the fall of the Shah of Iran had served as a pretext for Washington to deploy in the largest grouping of its naval forces since World War I I.
