Soviet pin Afghan pullout to OKs by Iran, Pakistan

The Soviet Union promised it would withdraw it troops from Afghanistan if two of the country's neighbors accepted new settlement proposals put forward by Kabul. The most important new element in the Afghan proposals was Kabul's readiness to hold trilateral talks with Iran and Pakistan on conditions for a Soviet withdrawal.

The Communist Party daily Pravda said the proposals could be a solution to the crisis if Iran and Pakistan accepted Kabulhs demands that they put a halt to "armed interference in Afghan affairs." Tehran and Islamabad refuse to recognize the Soviet-backed Afghan government and are not expected to respond to the proposal.
