President Reagan wants no hitches, no squabbles, and no dissent over his proposed urban enterprise zone plan. Candidate Reagan heavily advertised such a program during his campaign. He promised tax breaks and other incentives to revitalize blighted neighborhoods.

In a recent memo Reagan told a Cabinet subgroup that he wants immediate action on the enterprise zone legislation now taking shape as the Kemp-Garcia bill. He has declared two deadline dates - Nov. 13 for a memo offering options on the bill, and Nov. 18 for the final form of the bill.

Why the hurry? Keeping this campaign promise would provide sorely needed evidence that Reagan is addressing minority needs. The President also knows that he must move quickly if he is to beat out the Democrats, who are cooking up their own versions of Kemp-Garcia.
