US charges that Soviet or Soviet-backed forces have used chemical and biological warfare in Afghanistan, Cambodia, and Laos have not been confirmed or refuted by United Nations experts. A UN team says it has had to rely on inconclusive testimony from refugees because it could not visit the three countries, Monitor correspondent Frederic A. Moritz reports. Cambodia and Vietnam have denied the charges made by the US State Department, which said it had preliminary but compelling evidence that Soviet-backed forces were violating the 1975 convention banning biological warfare.
