A special prosecutor has been appointed to investigate charges that Labor Secretary Raymond Donovan was present when $2,000 in cash was handed to a labor union official in 1977.
A special three-judge court appointed Leon Silverman of New York to look into an informant's allegations against Donovan. Attorney General William French Smith had recommended appointment of the special prosecutor.
