Leaders of the National Governors Conference have been put off - if not brushed off - by the White House.

The governors had asked President Reagan before Christmas to agree to an ''economic summit'' between representatives of the 50 governors, Congress, and the White House. What the governors wanted, says an aide to the conference chairman, Gov. Richard Snelling, was a discussion of the basic issues involved in Reagan's ''new federalism. But Snelling recently received a letter from a White House aide saying the administration is ''not inclined'' to be part of such a ''summit.''

The governors are considering their response to the Reagan rebuff, but they don't expect the White House to change its mind -- at least not until the budget tussles within the administration are over and the big decisions made.m
