UNESCO hunts way to lift third world communication

A 35-nation UNESCO council began a week-long meeting Monday to try to find ways to help poor countries improve their communications.

Delegates hoped to select by Jan. 25 a staff director for UNESCO's International Program for the Development of Communication, which was set up to help third world countries improve radio, television, newspaper, and news agency capabilities. As yet it lacks a staff and money.
