Despite much talk about Libyan ''hit teams,'' top US officials in a position to know say that such teams may never have reached the United States.

But the same officials argue that they felt there was enough evidence of a Libyan threat to justify the added security precautions for President Reagan and other leading officials.

What is not clear is just how far the planning had gone. It appears that Libya's Col. Muammar Qaddafi may have calculated the risks and called off the alleged assassination teams.m
