Talks on arms for Taiwan reach delicate stage

"Extremely sensitive discussions" are under way with China over sale of arms to Taiwan, the New York Times quotes Secretary of State Alexander M. Haig Jr. as saying. In an interview, Mr. Haig said discussion of arms sales to Peking are ''hostage'' to resolution of the Taiwan issue. He also said he couldn't predict the outcome of the talks.
