Soviets ask Japanese for funds for pipeline

The Soviet Union has asked Japanese banks for a $70 million loan to finance a down payment on Japanese steel pipe which could be used for the Siberia-to-Western Europe natural gas pipeline project. Some Japanese bankers believe the Soviet request stems from a foreign currency shortage in Moscow caused by the need to help its East European allies, including Poland.
