President Reagan talked with his Middle East special emissary Philip C. Habib Saturday, but White House officials said there were no plans for Mr. Habib to return to peace talks with Middle East leaders. Earlier this year Mr. Habib visited Lebanon and Israel to avert a renewed outbreak of hostilities between Israel and the Palestine Liberation Organization in southern Lebanon.
