One of the least-sought perks of having an office in the Rayburn Office Building in Washington is sitting under a roof on which bugs munch. Indeed, termites have been filling up on the roof's fiberboard insulation for some time now. For this Washington lunch, the taxpayer will be paying the $900,000 bill--a roof repair job that is expected to take more than a year to complete.

But please, no tipping the maitre d'.
