The Dow Jones industrial average fell 21.12 points, closing at 788.62, the lowest level for the average in over two years. Analysts said heavy borrowing by large commercial banks prior to the June 15 corporate-tax season helped push up short-term interest rates. If the rates stay up, today's 16.5 percent prime rate may rise.
