China leaders won't fade away, they'll join council

China's Communist Party congress will set up a central council of advisers early next month on which to place aging leaders who retire from day-to-day decisionmaking, the People's Daily said.

The party newspaper's report coincided with an editorial hailing the decision to open the long-awaited 12th congress on Sept. 1. It said the congress would also appoint a new central disciplinary commission. Diplomatic analysts said Vice-Chairman Deng Xiaoping will probably join the new advisory body himself as an example to other party veterans.
