Full US and Soviet teams meeting on missile curbs

The United States and the Soviet Union brought their full delegations to negotiate for the first time Thursday in talks on curbing strategic nuclear missiles.

The talks, which adjourned after a first round, have resumed in a mood of guarded optimism even though the two governments still have not agreed on a name for the negotiations.

The Soviet Union has rejected as one-sided President Reagan's proposal for cuts focusing on land-based missiles, in which the Soviet Union has a big advantage.
