In his second promotion in less than a week, newly elevated Politburo member Geidar Aliyev has been named one of two main Soviet deputy premiers.

Mr. Aliyev, party leader in his home republic of Azerbaijan and once head of the KGB security organization there, will presumably move to Moscow in assuming his slot as one of two first deputy prime ministers.

What specific briefs Aliyev will handle was not immediately announced. The speculation among some foreign diplomats was that the appointment may be part of a move under new Soviet party leader Yuri Andropov to improve organization, efficiency, and discipline in the nation's economy.
