Court told Israeli officers ordered to harass civilians
Israeli soldiers were given orders to harass and beat up Palestinian residents during a period of unrest last March in the occupied West Bank, a senior Israeli officer told a court-martial Tuesday.
The evidence came from Maj. David Morcaz, then deputy military governor of Hebron. The major is on trial for brutally mistreating local residents. Major Morcaz said he personally was ordered to beat up Arabs by the West Bank military commander, Brigadier Yaacov Hartawi. ''But I know the orders came from higher up , from the chief of staff,'' he told the judges.
