US 'Deterrence Force' proposed by naval writer

America's armed forces need reorganization with a new ''Strategic Deterrence Force'' replacing the Air Force, a Navy officer suggests in a forthcoming magazine essay.
The article, slated to appear in the January issue of Proceedings magazine, will be published by the US Naval Institute.
Under the reorganization Comdr. John L. Byron proposes, the Army would be expanded to include certain airlift capabilities now performed by the Air Force (which would cease to exist as a separate branch). The Navy would be responsible for war at sea, but would lose its sealift capabilities to the Army and its strategic missile submarines to Byron's proposed third service branch: the Strategic Deterrence Force.
