The National Highway Transportation Safety Administration said it made an initial finding of safety-related defects in 320,000 1980 model General Motors X-cars. The agency said it found the rear brakes of the cars had a tendency to lock in moderate-to-hard braking, causing the cars to spin out of control. The NHTSA is scheduled to hold a hearing Feb. 14 to determine whether a recall is needed.
