Pope John Paul II created 18 new Roman Catholic cardinals Wednesday, including Polish Primate Jozef Glemp and Bishop Julijans Vaivods of Latvia, the Soviet Union's first resident cardinal.

Archibishop Joseph Bernardin of Chicago, an antinuclear advocate, and Antoine Khoraiche, patriarch of Lebanon's Maronite Christians, were also elevated.
