The Zimbabwe government said it would not give opposition leader Joshua Nkomo assurances, while he is outside the country, that he would be safe in Zimbabwe. Mr. Nkomo said earlier in London that he would not return to his country without a face-to-face assurance by a government minister that he would not be harmed.
