William Webster said the FBI doesn't intend to investigate people just because they voice unpopular ideas. But the agency's director told Congress a full-scale investigation could be triggered by statements presenting a credible threat of criminal activity. At issue are new FBI guidelines relaxing rules on domestic surveillance, which some charge could lead to abuse.
