France is moving to build a ''nuclear trigger'' that could force the US and its NATO allies into an atomic war with the Soviet Union. An article in Armed Forces Journal International said France's five-year military-spending plan confirmed a slow shift toward reliance on nuclear forces. The article said France was trying to dominate Europe's defense and, if successful, would control NATO strategy.
