A new Army vehicle failed repeatedly in tests under battlefield conditions, a Pentagon report said. The ''Hummer,'' designed to replace the famous Jeep, had a very low reliability, the report said, although a spokesman added the problems were being corrected. About 55,000 of the vehicles, costing about $20,000 each, have been ordered.
