Arafat loyalists work out ceasefire with rebels

Palestinian guerrilla rebels opposed to leader Yasser Arafat agreed to a ceasefire with Arafat loyalists in east Lebanon after meeting senior Palestine Liberation Organization mediators here.

A spokesman said the six-man PLO mission had agreed with the dissidents ''on the need for strong adherence to collective leadership and not adopting any unilateral decision before consulting the institutions of the PLO.'' The reference to collective leadership appeared to indicate that the Arafat side had conceded to a major demand of the rebels, who accused Arafat of being dictatorial.

The mission was appointed in Tunis by the executive committee of the PLO. The six carried with them to Damascus the views of Arafat and the executive committee.
