First it was the floods - and now it's seepage - that pose a threat to farms in southern California, Arizona, and northern Mexico. Although the US Bureau of Reclamation has stabilized the flow of the Colorado River from upstream dams, seepage into the flood plains is expected to raise the ground-water level.
