White House refuses House request for files

Despite President Reagan's pledge of full cooperation in any investigation, the White House has declined a House subcommittee's demands for full access to his 1980 campaign files in a probe of possible leaks or theft of materials prepared for Jimmy Carter, it was disclosed.

White House counsel, Fred Fielding, in a letter made public by the House panel chaired by Rep. Donald Albosta (D) of Michigan, said Reagan aides had decided to make his files available only if the subcommittee conducted a similar review of Carter White House and campaign files.
