A House and Senate conference committee agreed to repeal the controversial 10 percent withholding of taxes on interest and dividend income due to take effect Aug. 1. But to hold off an expected presidential veto, the panel agreed to spend a minimum of $300 million over the next five years to catch tax cheaters.
