Harold Stassen walked up to the microphones with a spring in his step Friday and declared in clear, booming tones that, yes, he is seeking the GOP's presidential nomination for the nth time. The count will have to remain the ''nth'' - rather than the seventh or even the 10th, as some reporters asserted - because Mr. Stassen made clear he does not know and does not care how many times he has been down this road before. Stassen, who made his first official losing run in 1948, said his policies span ''the creative center.''
