Senate debates censuring USSR for airliner incident

The Senate debated a resolution Thursday condemning the Soviet Union for shooting down a South Korean airliner. Some senators pushed for tougher action, saying the resolution ''doesn't do anything.'' The House had passed the resolution overwhelmingly on Wednesday with a 416-to-0 vote.
