New talks up to Soviets, NATO arms officials say

The Soviets must take the initiative to resume the Geneva medium-range missile talks, European defense ministers said Tuesday in remarks on East-West arms relations.

Ending a two-day review at the start of NATO's autumn session, the defense ministers said they were studying many options, including the merger of medium-range and strategic negotiations, to draw the Soviets back to the talks.

Meanwhile, Spanish Prime Minister Felipe Gonzalez reaffirmed Spain's commitment to the defense of Western Europe in remarks timed to coincide with the NATO meeting. ''Spain is in the West. There is no doubt of that,'' Mr. Gonzalez said.
