Soviet defense chief visits India to firm up naval ties

Soviet Defense Minister Dmitri Ustinov met with Prime Minister Indira Gandhi Monday, beginning a five-day visit to India. Western diplomats regard the visit as an attempt by Moscow's new leadership to reinforce military, particularly naval, links with India. The Soviet Union is India's main arms supplier.

The visit comes one day after publication of a Forbes magazine interview with Prime Minister Gandhi, in which she criticized the United States for not having ''. . . a place for India'' in its global strategy.
