UN panel seeks arms halt to Guatemala, Salvador

The UN Commission on Human Rights Wednesday called for a halt to outside arms supplies to Guatemala and El Salvador so long as what it described as grave violations of human rights continued in those countries. The appeals for embargoes were contained in two separate resolutions opposed by a minority including the United States.

The resolution on Guatemala expressed concern at ''continuing massive violations of human rights'' but welcomed the government's cooperation with a UN investigator into the situation and the lifting of the state of siege in the country.

Nevertheless, it said, the investigator's report revealed that ''atrocities have been committed in Guatemala which defy any notion of fundamental human rights.''
