Reagan urges funds to build MX missile

President Reagan urged Congress Monday to approve money he wants to produce the MX missile, saying the weapon is essential to ''our own security and the cause of world peace.''

Speaker Thomas P. O'Neill Jr. (D) of Massachusetts has predicted the House will vote to delete funding for the MX. But Mr. Reagan said to do so ''would only encourage the Soviet Union to ignore our arms control efforts.''

Meanwhile, the Soviet news agency Tass said Moscow and East Berlin have agreed to station more Soviet missiles on East German territory. It gave no indication when the decision had been made.

Tass said that because the United States had continued to build up its stock of medium-range nuclear missiles in Western Europe, the East-bloc nations were compelled to take countermeasures.
